Ve hře Saints Row 2 naleznete stejně jako v předchozí sérii nespočet gangů, které mezi sebou bojují a snaží se tak získat další území. Nezaleknou se ani policistů a jiných nástrah, které na ně číhají, ať už zvenčí, nebo z vlastních řad....
1. SVATÍ ZE TŘETÍ ULICE
Kdysi dávno byli vládci města, Svatí, vyhnáni ze svých domovů v Saints Row. Stála za tím korporace Ultror, obrovský konglomerát, který tuto kdysi chudou čtvrť výrazně pozvedl. Svatí, nyní operující z relativního bezpečí opuštěného hotelu, chtějí znovu získat dávno ztracenou slávu. Vůdcem jste samozřejmě vy a Johnny Gat i když mezi potenciální vůdce lze také zařadit vaše kapitány Pierce a Schaundi.
Oblečení: co nejvíc fialové barvy (triko, tílko, mikina, boty, jeany, šátek, kšiltovka)

2. SYNOVÉ SEMEDIHO
Synové Semediho dobyli karibské podsvětí a teď si dělají zálusk na Stillwater. Gang se proslavil svým spiritualismem a neohrožeností a nové členy lákají příslibem snadných zisků z obchodu s drogami. Hlavním zdrojem příjmů je umělá droga, takzvaný sametový prášek.
Oblečení: většinou chodí v zeleném, ve znaku mají lebku Boss: Generál, pan Sluníčko
3. RONINOVÉ
Shogo Akudži opustil svou vlast, aby založil Roniny - jeden z nejnovějších gangů, jenž se velice rychle rozrůstá, nové členy lákají především nablýskané motorky a na míru šité kožené oblečení. Živí se pouličním prodejem drog, hazardem, prostitucí a pouličními závody a vybíráním výpalného. Nikdo netuší, kam až sahají jejich prsty.
Oblečení: většinou chodí ve zlatém a černém, nosí samurajský meč, ve znaku mají draka Boss: Shogo Akudži
4. BRATRSTVO
Bratrstvo je útočištěm vyvrženců a jiných asociálních živlů a jeho cílem je pomstít se Stillwateru. Tento gang se zaměřuje především na obchodování se zbraněmi a vybíráním výpalného. S oblibou sahá po vyhrožování a násilí..
Oblečení: Bratrstvo chodí většinou v kožených věcech, celý potetovaní Boss: Maero, Jesicca
5. ULTOR
Společnost Ultor začínala jako oděvní firma, ale ryhle se z ní stala významná korporace. V jejím čele stojí Dane Vogel, díky kterému Ultor financoval obnovu Saints Row. Tato společnost se považuje za spasitele města, ale spoustě lidí se její přístup nezamlouvá..
